15:1 And certain anashim which came down from Yehudah taught the Achim, [and said],
"Except you be Brit Milah after the manner of Mosheh, you cannot be saved."
15:2 When therefore Paulos and Bar-Nabas (נביא-בּר) had no small dissension and disputation with them, they determined that Paulos and Bar-Nabas (נביא-בּר), and certain other of them, should go up to Yerushalayim to the shlichim and Zekenim about this question.
15:3 And being brought on their way by the assembly, they passed through Phoinike and Shomron, declaring the conversion of the Goyim: and they caused great joy to all the Achim.
15:4 And when they were come to Yerushalayim, they were received of the assembly, and [of] the shlichim and Zekenim, and they declared all things that Elohim (אלהים) had done with them.
15:5 But there rose up certain of the sect of the Perushim which believed, saying:
" That it was needful to Brit Milah them, and to command [them] to shomer the Torah of Mosheh.
15:6 And the shlichim and Zekenim came together for to consider of this matter.
15:7 And when there had been much disputing, Kefa (פטרוס) rose up, and said to them, anashim [and] Achim, you know how that a good while ago Elohim (אלהים) made choice among us, that the Goyim by my mouth should hear the word of the good news, and believe.
15:8 And Elohim (אלהים), which knows the hearts, bare them witness, giving them the Ruach HaKodesh, even as [he did] to us;
15:9 And put no difference between us and them, purifying their hearts by faith.
15:10 Now therefore why tempt you Elohim (אלהים), to put a yoke upon the neck of the taught ones, which neither our fathers nor we were able to bear?
15:11But we believe that through the grace of Adonai (אֲדֹנָי) Yeshua (ישוע) Mashiach we shall be saved, even as they.
15:12 Then all the multitude kept silence, and gave audience to Bar-Nabas (נביא-בּר) and Paulos, declaring what miracles and wonders Elohim (אלהים) had wrought among the Goyim by them.
Yaakov announces decision of council
1. the outcalling of Goyim agrees with promises to Yisrael
15:13 And after they had held their peace, Ya'akov (יעקב) answered, saying, Anashim, Achim b'Mashiach, listened to me:
15:14 שִׁמְעוֹן סִפֵּר אֶת־אֲשֶׁר רָאָה הָאֱלֹהִים בַּתְּחִלָּה לָקַחַת עַם לִשְׁמוֹ מִבֵּין הַגּוֹיִם׃

And to this agree the words of the Neviim;

That the residue of men might seek after Adonay (יהוה), and all the Gentiles, upon whom My Name is called."
said Adonai (יהוה), who does all these things.
15:18 Known to Elohim (אלהים) are all His works from the beginning of the world.
Introduction of Basic Torah principle for Goyim as a startup
15:19 Wherefore my sentence is, that we trouble not them, which from among the Goyim are turned to Elohim (אלהים):
15:20 But that we write to them:
That they abstain from pollutions of idols, and [from] fornication, and [from] things strangled, and [from] blood.
15:21 For Mosheh of old time have in every city them that proclaim him, being read in the Shuls every Yom Shabbat.
15:22 Then pleased it the shlichim and Zekenim, with the whole assembly, to send chosen anashim of their own company to Antiocheia with Paulos and Bar-Nabas (נביא-בּר); [namely], Yehudah surnamed Bar Sabas, and Silas, chief anashim among the Achim:
15:23 And they wrote [letters] by them after this manner; The shlichim and Zekenim and Achim [send] greeting to the Achim which are of the Goyim in Antiocheia and Syria and Kilikia:
15:24 Forasmuch as we have heard, that certain which went out from us have troubled you with words, subverting your souls, saying, [Ye must] be Brit Milah, and observe the Torah: which we did not command them:
15:25 It seemed good to us, being assembled with one accord, to send chosen anashim to you with our beloved Bar-Nabas (נביא-בּר) and Paulos,
15:26 anashim that have hazarded their lives for The Name of Adoneinu Yeshua (ישוע) Mashiach.
15:27 We have sent therefore Yehudah and Silas, who shall also tell [you] the same things by mouth.
15:28 For it seemed good to the Ruach HaKodesh, and to us, to lay upon you no greater burden than these necessary things;
15:29 That you abstain from meats offered to idols, and from blood, and from things strangled, and from fornication: from which if you keep yourselves, you shall do well. Fare you well.
Yehudah and Silas go to Antiocheia
15:30 So when they were dismissed, they came to Antiocheia: and when they had gathered the multitude together, they delivered the epistle:
15:31 [Which] when they had read, they rejoiced for the consolation.
15:32 And Yehudah and Silas, being navis also themselves, exhorted the Achim with many words, and confirmed [them].
15:33 And after they had tarried [there] a space, they were let go in peace from the Achim to the shlichim.
15:34 Notwithstanding it pleased Silas to abide there still.
Bar-Nabba and Markos go to Kupros
15:35 Paulos also and Bar-Nabas (נביא-בּר) continued in Antiocheia, teaching and proclaiming the word of Adonay, with many others also.
15:36 And some days after Paulos said to Bar-Nabas (נביא-בּר), Let us go again and visit our Achim in every city where we have proclaimed the word of Adonay, [and see] how they do.
15:37 And Bar-Nabas (נביא-בּר) determined to take with them Yochanan (יוחנן), whose surname was Markos.
15:38 But Paulos thought not good to take him with them, who departed from them from Pamphulia, and went not with them to the work.
15:39 And the contention was so sharp between them, that they departed asunder one from the other: and so Bar-Nabas (נביא-בּר) took Markos, and sailed to Kuprios;
15:40 And Paulos chose Silas, and departed, being recommended by the Achim to the grace of Elohim (אלהים).
15:41 And he went through Syria and Kilikia, confirming the Assembies.
